Alaska Collection Agency License Guide

In the state of Alaska, agencies which conduct collection business are first required to obtain a Collection Agency License. Licensed agencies are authorized by the state to:

• Collect claims for others
• Solicit the right to receive payment of a claim for another
• Obtain payment of a claim on behalf of another

Only agencies who collect claims on behalf of Alaska-based creditors require licensing. Agencies working explicitly with out-of-state customers do not have to obtain a license. It doesn’t matter where the agency is based, but the location of its customers will determine whether a license is required.

Licensing is regulated by the Department of Commerce, Community, and Economic Development (DCCED), more specifically the division of Corporations, Business, and Professional Licensing.

Collection Agency License is required prior to obtaining a branch or operator license.

Apart from a completed, signed, and notarized license application form, you are also required to obtain:

• Alaska Business License - You need to register your business to successfully apply for a Collection Agency License. To request a Business License application, call (907) 465-2550, or visit the AK Business Licensing page.

Note: If you’re submitting a Collection Agency Operator License application, you are also required to include a completed:

• Moral Character form (part of the Operator License package)
• Authorization for Release of Records form (part of the Operator License package)
• Fingerprint card (form and additional information available on the Collection Agencies page)

Collection Agency License applicants are required to submit a surety bond that is issued by an insurer or a surety bond company.

Branch and Operator License applicants don’t need to obtain a separate bond. They do, however, need to include a copy of the parent agency’s surety bond.

• Bond amount:$5,000

You can also submit a Time Certificate of Deposit (TCD) or Savings Passbook which covers the same amount. Regardless of which one you choose, you must submit it with a signed and notarized Assignment of Cash Deposit form.

Another option is a cashier’s check. The money must be deposited in a state Trust Account that does not pay interest. The cash must be submitted with a signed and notarized Assignment of Cash Deposit form.

Note: The Collection Agency Assignment of Cash Deposit form is included in the Collection Agency License Application package you downloaded online, or received by mail.

All fees should be paid via check or money order, and made payable to the State of Alaska.

• Alaska residents:
  • Nonrefundable application fee: $50
  • Licensing fee: $125
• Alaska non-residents:
  • Nonrefundable application fee: $100
  • Licensing fee: $250

Once the application is fully completed, signed, and notarized, you must submit it along with all required documents and fees.
